KIP-4: Proposal for Immediate Salary Transparency in the Karrat Foundation and Security Council

This proposal is submitted as a Non-Constitutional KIP because it does not alter the governance structure of KARRATco but instead demands transparency regarding existing operations and compensation.

Abstract: This proposal requests the immediate disclosure of all past and current compensation details for members of the Karrat Foundation and Security Council. The KARRATco Constitution emphasizes transparency and community-driven governance, but currently, compensation details remain undisclosed. This lack of transparency is counter to the principles of progressive decentralization and accountability. Full disclosure of salaries will allow token holders to assess governance effectiveness and ensure fair compensation practices.

Motivation: The KARRATco Constitution and bylaws promote transparency, particularly with regards to actions taken by the Security Council, and call for progressive decentralization. However, the community currently lacks access to crucial information about the compensation of governance members, which raises concerns about accountability. Transparency around compensation is necessary to build trust and ensure that the governance structure remains aligned with the DAO’s long-term objectives.

Rationale: 1.)Constitutional Transparency Mandates: The KARRATco Constitution places a strong emphasis on transparency, particularly when it comes to the actions of the Security Council, which must publish transparency reports after emergency actions​KARRATCO . Similarly, the Karrat Foundation’s mandate involves ensuring accountability by maintaining transparency within governance. 2.)Progressive Decentralization: As outlined in the KARRATco Constitution, the Foundation and Security Council are intended to become increasingly decentralized, handing more control to the community over time. This principle demands that compensation be made transparent so that the community can make informed decisions regarding governance and future elections​KARRATCO. 3.)Community Empowerment: To align with the principles of community-driven governance, the KARRAT DAO needs access to all compensation-related information to ensure that governance members are being paid fairly and responsibly, while maintaining the DAO’s financial integrity.

Proposal Outline: 1.)Immediate Disclosure: The Karrat Foundation and Security Council must publicly disclose the salaries of all active members, including past compensation and any additional forms of payment (such as bonuses or incentives), within 7 days of this proposal’s passing.

2.)Public Reporting Requirement: A comprehensive compensation report must be accessible to all token holders through a public document hosted on KARRATco’s official platform (such as the Karrat document repository). The report should include: Current and past salaries of Foundation members (Directors, Supervisors) and Security Council members. Any additional forms of compensation, including bonuses or performance-based incentives.

3.)Ongoing Transparency: Going forward, the Foundation and Security Council must disclose any changes to compensation publicly within 30 days of the change taking effect. This ensures that the community can maintain oversight of compensation practices as part of progressive decentralization.

Conclusion: In line with the KARRATco Constitution and bylaws, this proposal calls for immediate transparency in the compensation practices of the Karrat Foundation and Security Council. This transparency is necessary to ensure that governance members are being compensated fairly and that the Karrat community has the necessary information to make informed decisions. Voting Process: This Non-Constitutional KIP requires approval from Karrat token holders. Upon passing, the Karrat Foundation and Security Council will be required to disclose all compensation details within 7 days and establish ongoing transparency practices for any future compensation changes.
