KIP-10: KARRAT SubDAO with MPH NFT Voting

:bullseye: KIP Type: Non-Constitutional KIP

:bullseye: Abstract:
This KIP sets up a SubDAO in KARRAT DAO using 50 million KARRAT from the KARRATco treasury, added to circulating supply, to keep quorum during unlocks. KARRAT DAO proposals on Winvote are posted first, with SubDAO voting on Snapshot (1 MPH NFT = 1 vote, 10-day period) within 24 hours. Links to Snapshot go on the MPH Account Hub and My Pet Hooligan Discord. Starts with 12.5 million KARRAT (6.25M Yes, 6.25M No) in two voting wallets, controlled by the foundation/security council, with 37.5 million KARRAT spread over 16 quarters (about 1.171875M per wallet), adjustable by a working group.

:light_bulb: Motivation:
To boost quorum and governance as unlocks rise, this KIP adds a SubDAO with MPH NFT and delegated KARRAT voting.

:light_bulb: Rationale:
This fits KARRATco’s goal of a decentralized ecosystem, empowering MPH holders and smart treasury use, matching adaptability and community focus.

:globe_with_meridians: Overview:
KARRAT DAO proposals are posted on Winvote, followed within 24 hours by SubDAO voting on Snapshot (1 MPH NFT = 1 vote) over 10 days, with links on the MPH Account Hub and My Pet Hooligan Discord. A working group posts proposals, monitors voting, and works with the foundation/security council, who control wallets and place SubDAO votes on Winvote after 10 days. The SubDAO vote (e.g., 80% yes, 20% no) sets the ratio for 12.5 million KARRAT in two wallets (6.25M Yes, 6.25M No), voting on Winvote (e.g., 5M Yes, 1.25M No). The 50 million KARRAT enters circulation, with 37.5 million KARRAT shared over 16 quarters (about 1.171875M per wallet), adjustable by the working group.

:memo: Key Terms:
• SubDAO: Governance for MPH NFT holders, 10-day vote on Snapshot (1 MPH NFT = 1 vote).
• Winvote: Platform for KARRAT DAO voting with delegated wallets.

:handshake: Working Group:
A team with KARRAT community mods, MPH community mods, and 2 selected community members agreed by mods. They’ll:
• Discuss next quarter wallet adjustments (Yes/No) in My Pet Hooligan Discord.
• Monitor and post proposals to Snapshot for SubDAO voting.
• Coordinate with the foundation/security council to share final Winvote results after calculation.

:wrench: Specifications:
• Platforms: Snapshot for SubDAO voting (10-day, 1 MPH NFT = 1 vote), Winvote for KARRAT DAO with wallets (6.25M Yes, 6.25M No) controlled by foundation/security council, multisig wallets for KARRAT.
• Technologies: Snapshot runs SubDAO votes, outcomes guide Winvote votes (e.g., 80% Yes = 5M, 20% No = 1.25M); links to Snapshot on MPH Account Hub and My Pet Hooligan Discord.

:rocket: Steps to Implement:
• Move 50 million KARRAT from KARRATco treasury to SubDAO Delegation Wallet, adding to circulating supply (multisig, $0, controlled by foundation/security council).
• Set up two SubDAO voting wallets (Yes and No) on Winvote (multisig, $0, controlled by foundation/security council).
• Document 12.5 million KARRAT initial transfer (6.25M Yes, 6.25M No) and 37.5 million KARRAT over 16 quarters (approx. 1.171875M per wallet) ($0, 0 hours), adjustable by the working group for unlocks, governance, etc.
• Form the working group with KARRAT and MPH mods, plus 2 community picks ($0, 0 hours).
• Add Snapshot link on MPH Account Hub for voting ($300-$600, 2-5 hours).
• Add Snapshot link in My Pet Hooligan Discord official links ($0, 0 hours).
• Set up Snapshot for SubDAO voting (1 MPH NFT = 1 vote, 10-day, posted within 24 hours of Winvote proposal) ($500, 5-10 hours, monitored by working group).
• Announce updates on MPH Discord ($0, 0 hours).

:hourglass_not_done: Timeline:
• Start: April 01, 2025.
• Milestones: Wallets by April 15, Working group by April 15, MPH Account Hub link by April 20, Snapshot setup by April 25, testing by April 30.
• Completion: May 05, 2025.

:money_with_wings: Overall Cost:
• Total: $800 to $1,100 (developer $120-$150/hour, no audit needed; includes $500 for Snapshot setup).

:loudspeaker: Notes:
• Marked Constitutional KIP for governance and treasury impact.
• Needs Constitutional Quorum (11.09M KARRAT) for on-chain approval.

After some discussion we came to the conclusion that this would count as a funding KIP as it is a proposal that requests funding and doesn’t modify the current governance process. So we made some changes and went straight to WinVote due to the overall vibe being positive around this idea.

This proposal has officially passed DAO vote with 100% of the 7,924,279 votes “In Favor.” It will now be passed on for implementation.

To the KARRATco,

First and foremost, we want to express our deep appreciation to every member of the community who participated in the recent SubDAO proposal. The level of thought, care, and ambition reflected in this KIP is a testament to what makes the KARRAT ecosystem one of the most engaged and forward-thinking communities in web3.

With over 7.8 million votes in favor and none against, it is clear this proposal speaks to the will of the community. The Karrat Foundation recognizes that signal and is fully aligned with the spirit of the proposal: to empower MPH NFT holders, encourage broader participation, and strengthen governance through decentralized mechanisms.

Clarifying a Technical Limitation

There is one critical component in the proposal that we must clarify. The current version suggests splitting the voting power of a wallet based on the ratio of yes and no votes within the SubDAO (for example, 80% Yes and 20% No resulting in a proportional vote from the wallet). This is not possible under the governance and DAO contract. Wallets on WinVote can only cast a vote in full—either Yes or No—not a fractional split.

A Workable Path Forward, Without Requiring a New Vote

To preserve the intent of the proposal while working within the technical boundaries of the existing governance system, the Foundation proposes the following approach:

  • Maintain the two-wallet structure already outlined in the proposal (6.25 million KARRAT in each).
  • At the close of the SubDAO Snapshot vote, the majority outcome (51% or more) will determine how the corresponding wallet votes on-chain:
    • If the majority votes Yes, the entire Yes wallet (6.25M) casts a Yes vote.
    • If the majority votes No, the entire No wallet (6.25M) casts a No vote.
  • There will be no partial vote splitting from any single wallet

This ensures the SubDAO can operate as envisioned, while staying compatible with our existing infrastructure and preserving the clear will of the community.

Recommendation: Quorum Requirement for SubDAO Votes

In addition, the Foundation recommends implementing a quorum requirement of at least 350 MPH NFTs participating in each SubDAO Snapshot vote before any outcome is acted upon. This is consistent with KARRAT’s broader governance principles and ensures decisions reflect a broad base of community input. This is a recommendation and the KARRATco’s feedback will be significantly considered.

Looking Ahead

We are inspired by the proactive engagement and collaborative thinking shown throughout this process. The Foundation is committed to helping implement this system in a way that works, and we believe the adjustments proposed herbut did you have e will allow the SubDAO to operate effectively and with integrity, without the need for a secondary proposal or delay.

Thank you for your continued participation, vision and leadership in the web3 space. We look forward to building this next phase of KARRAT governance together.

Sincerely,

The Karrat Foundation

Hey Karrat Foundation!

The technical limitation about not being able to vote with only a portion of your wallet was definitely an oversight on our end.
We’ve discussed how to proceed with this amongst a few community members and came to the following potential solution:

Setup a total of 10 wallets and split the available Karrat evenly amongst those wallets. Each wallet represents 10% of the votes. So let’s say 80% of the subdao votes in favour and 20% votes against then 8 wallets will vote Yes and 2 wallets will vote No. The votes will always be rounded up or down based on the closest 10%. As an example; if 73% votes in favour and 27% votes against then the percentages will be rounded to 70 Yes and 30 No. In case 55% votes Yes and 45% votes No then the in favour will always be rounded down and the against will always be rounded up; so resulting in 50 Yes and 50 No in this example.

This system will maintain the overall reflection of how the subdao perceives a proposal while at the same time not needing any additional implementation costs / timeline.

In regards to the recommendation for adding a quorum; setting up a quorum of at least 350 MPH Nfts needing to vote before the subdao vote will be taken into account seems fine to us.
